Charlie explained that his choice of meeting location was less paranoid than practical: the J.S.F. program is so large, financially and geographically—and saturated with so many lobbyists, corporate executives, congressional aides, Pentagon bureaucrats, and elected officials—that it takes considerable effort in Washington to avoid bumping into someone connected with the program. And he did not want to bump into anyone. He asked that I conceal his identity so he could speak candidly.
